Asbestos Inspection Before Demolition: Colorado Regulation 8 in Practice

Asbestos was used in a wide range of building products for decades, from floor tile and mastic to roofing, pipe wrap and plaster. Disturbing it during demolition can release fibers, which is why both federal and state rules require attention to it before work begins. This article summarizes how the pieces fit together in Colorado. It is not legal advice, so confirm the details with CDPHE or a certified professional.

Two layers of rules

The federal asbestos NESHAP applies nationwide to demolition and renovation. Colorado layers its own program on top through the Air Quality Control Commission's Regulation 8, Part B, administered by the Air Pollution Control Division at CDPHE. In practice, that means a certified inspection and a state notification for many projects.

What the inspection involves

  • A certified inspector: Colorado requires specific certification for asbestos building inspectors. Ask to see it.
  • Sampling of suspect materials: Samples go to an accredited laboratory, and the report lists what contains asbestos and where.
  • Newer buildings: Age alone is not a free pass in every case. Ask CDPHE how it treats newer structures before assuming an exemption.

If asbestos is found

Regulated materials generally have to be removed by a certified abatement contractor before demolition continues. That step can drive the whole schedule on older commercial and mid-century residential buildings, so get the inspection done early rather than after you have booked a crew.

Lead paint and other hazards

Asbestos is only one item. Older buildings may also have lead-based paint, PCB-containing ballasts or mercury-bearing lamps, and each has its own handling and disposal rules. A good survey covers more than a single hazard.
